We also note the acceptance of the proposal
to run two through expresses a day at the outset as a minimum.
Of course, as traffic demands, it will be to our mutual interest
to increase this. We think, however, that the wording of Section
3 in your proposed draft should be modified to read somewhat as
follows:-
*Two up, and two down, through passenger expresses
shall be run daily. One train will start from Canton
for Hongkong and one from Hongkong to Canton and
return the same day. The composition of the trains
as regards vehicles shall be in the proportion of
one vehicle British to 4 vehicles Chinese, and the
capacity of each train shall be taken as the equivalent of 8 bogie coaches with whatever additions
the hauling power of the engine will allow of at the scheduled speed".
It appears to us that a fixed charge per carriage to cov er
cleaning and oiling, while stabling away from here, will have
to be agreed on and the accounts for this can be settled monthly
between the two Sections.

Thus two principles, common to any Agreement
that may ultimately be forumlated, have now been agreed on viz.:-
(1). That the number of trains to be run shall be
such as will carry the through traffic required.
(2). That the composition of and provision of Rolling
Stock for these trains shall be in proportion to
the mileage of the Sections.
The third principle that of rates is a vital one. It is possible that at first there may be sufficient traffic at the higher rate proposed by you to fill the 2 through trains each
way, but we are quite satisfied that sooner or later competition
with the steamers must arise, and that the rates suggested by you will prove to be too high to attract a sufficient part of
