bribes of course demoralise our men and render our efforts to
check gambling abortive. The Captain Superintendent of Police
is informed that not less than $1,000,000 per annum is trans-
-ferred from this Colony to Macao in payment of lottery
tickets the bulk of which is subscribed by the labouring
classes. If you can see your way to move His Majesty's
Minister for Foreign Affairs to make suitable representa-
-tions to Portugal in this matter, it will be a great benefit
to this Colony and a friendly act to the Chinese Government.

Gambling Warrants I find that between 8th. November,1909, and
11th. March, 1911,

a period of 16 months
there were issued
in respect of Macao lotteries 12 warrants involving the
arrest of 57 persons of whom 52 were convicted and a total
sum of $3,589.58 together with printing presses and lottery
gear were confiscated.
