On my recent visit to the Viceroy
at Canton he asked my assistance in suppressing the licensed
gambling in Macao, regarding which there is a very strong
feeling in Canton where steps are being taken to suppress
gambling at a loss of some $3,000,000 revenue. I of course
informed His Excellency that I was as powerless as himself
to bring my pressure to bear on the Government of Macao, and
I suggested that he should ask his Government at Peking to
make representations to Portugal in the matter, promising at
the same time to inform you of his representations to myself
and to ask you also to move His Majesty's Government to make
similar representations if you should see fit to do so. Very
large sums are I am informed received in this Colony for the
sale of Macao lottery tickets, and the Attorney-General
gives it as his opinion that the Hongkong Police are bribed
by the lottery proprietors to wink at their sale. Such
