4.

The following new section shall be added to the Principal Ordinance after section 8 thereof:-

"9 (1). Whenever it appears that any offence against the provisions of any of the

sections of Ordinances enumerated in the

Schedule to this Ordinance is abnormally prevalent in the Colony, it shall be lawful

for the Governor-in-Council to declare, by

proclamation to be published in the Gazette, that the said offence shall be punishable by

flogging.

(2). Every such proclamation shall be forthwith

reported by the Governor to His Majesty's Principal Secretary of State for the

Colonies.

(3). Every such proclamation, unless cancelled

by Government Notification published in the

Gazette, shall remain in force for a period

of six months.

(4). During the period in which any such proclama

-tion is in force it shall be lawful for

the Supreme Court or a Magistrate to award, subject to the provisions of section 4 (2)

of this Ordinance, the punishment of flog- -ging, in the case of any offence declared by the proclamation to be punishable by flogging, in addition to any other punish-

-ment that may be awarded.
