and McElderry, who are good at Chinese, should I suggest be at-

tached to the Registrar úsneral's Office and New territorise

group (Table II). Messrs Caith and Sayer are not due to pase

their final oxamination in Chinese until December 1912, and when

they do pase they should be attached to the larbour Office, Edu-

cation Department and Lanitary Department group (Table II).

The two cadete just asked for will not have passed in Chinese

until Lecember 1913, and when they do pas one should be drafted

inthe secretariat (Table 1) and one will be the spare cadet

(lable V). he way, therefore, expect by Lecember 1913 to have

the full establishment required for the chinoso apocking depart -

mente.

As regarde the legal departments I would recom-

mend that the 5 cadete to be trained in law should be asked for

forthwith. If they are selected from the dandidatos at the next

competitive examination in August, they should be able to pass

the bar examinations within one year, eut us many dinners ne

possible, and arrive here in December 1915.

For the sake of complatenose i may add that the

following officere, who are non-cadet.. but hold ondet posta, wil.

shortly turn 55 years of age and will probably retire on the
