and I shall shortly address you fully on the subject. The

Director of Education and the Head of Sanitary Department

are placed in the groups which form the two cycles dealing

with the 3 Departments not because they have anything in

common or act for each other, but in order to show that

between them they require two Cadets for acting appointments

and there is still a shortage of an officer for 12 months in

the complete cycles. The proposals under this head apparent-

-ly involve the recognition of the Supervisor, Education

Department, and of the Secretary, Sanitary Board, as

Officers competent to act for the Heads of their Depart-

-ments, with consequential augmentation of these posts to

3rd. class cadet appointments. I am not at present pre-

-pared to recommend this, though in course of time (especial-

-ly in the Education Department) the increase will no doubt

have to come. For the present as heretofore the substitute

for the Director of Education must continue to be the Head-

-master of Queen's College and the question of allowing the

Secretary. Sanitary Board, to act for the Head of Sanitary

Department on his present conditions of appointment or of

finding some other Officer probably the Medical Officer of

Health to act as Head of Sanitary Department must remain

for separate consideration.
