Registrar, Supreme Court, (Mr. J. W. Lee-Jones), First Police
Magistrate (Mr. F. A. Hazel-and), Land Officer (Mr. G. H.
Wakeman), Assistant Land Officer (Mr. P. Jacks) and Assistant
Crow Solicitor (vacant, but not likely to be filled by a
Cadet). Only four Cadets in fact hold legal posts viz.:~
Mr. H. H. J. Gompertz (Puisne Judge), Mr. J. H. Kemp (Crowm
Solicitor), Mr. J. R. Wood (Second Police Magistrate) and
Mr. A. G. M. Fletcher (Deputy Official Receiver). The last
two are not properly qualified and there are at the present
moment no qualified Cadets to occupy any of the other posts,
though Mr. F. A. Irving, Mr. G. N. Orme and Mr. J. R. Wood are
endeavouring to qualify.

It transpires that of the posts to
which under the conditions of their appointment to the
Service Cadets have or should have preferential claims to
act (even if their claims to substantive appointment cannot
in all cases be recognized) there are 21 non-legal and 13
legal. The fact that the substantive appointments of Chief
Justice and Attorney-General Lay generally or frequently be
held by Officers brought in from another Colony does not
