Hongkong 18th. April, 1911.

L

Enclosure,

Sir,

I have the honour to forward for

your consideration a Petition from 36 gentlemen of this

Colony (half of whom are Medical men) praying you to advise

His Majesty to disallow that part of Section 12 and

Statute

9 of the University Ordinance which includes the Director of

Education as a Member of the Senate. I count myself fortun-

-ate that in a Bill which has met with such keen a criti-

-cism from the 18 Medical men who form the Senate of the

College of Medicine, the sole matter to which exception has

been taken is one of such comparative unimportance. My

endeavours to secure unanimity have involved the exercise of

much patience and compromise, but as regards this particular

point I informed the College of Medicine (at a meeting of

the Court and Senate which as Patron I convoked) that as it

did not in any especial way concern the College of Medicine

as such, I thought it right to leave the matter to the

decision
