revenue for the Colonial needs are rightly imposed on His Majesty's Forces serving in this Colony, compensation should be paid to those forces to meet the increased expense of residence in the Colony. That in the case of the rank and file a Colonial allowance
should be granted, and that in the case of Officers the
representations regarding inadequacy of the Colonial allowance and of the servants allowance made by my predecessors in the Command of Troops in South China may be again taken into consideration.

As far as I am aware in all other Colonies where taxation adversely affects the troops (with the sole exceptio of Bermuda), the fact that troops should be compensated appears to be recognised by the grant to them of a rebate or an allowance or by permitting them to get their liquor free of duty:- Jamaica, Mauritius, Ceylon, Singapore, Sierra Leone and Cyprus, stand I believe in this category.

It is obvious that the conditions of service of the forces in this Colony have already, with the imposition of the liquor tax,, altered very materially for the worse since General Hatton represented the matter in 1905 (see letter No. A/4621/2, of 15th. April, 1905, and letter No. A./4621/3 of 16th. November, 1905) and General Broadwood in April, 1910 (see letter No. A/4621/12 of 15th. April, 1910). In addition to the above palpable fact the prices of all services and commodities in this Colony have certainly not tended to decrease as the years go on.

The advisability of the establishment in this Colony of an institution similar tothe South African Garrison Institute which should import all commodities required by the forces and retail them to Officers and men of the forces at the lowest possible remunerative rates, thereby avoiding the profits of the middleman, deserves consideration, though the climate here in the summar would make deterioration of stock from damp a serious element of loss.
