The acting Col. Sec.'s speech in introducing the
resolution for the incresed liquor duties
- p. 23
of Debates -explains fully the financial situa-
tion which had to be met. It would have been more
proper for the Gov. to inform the S. of S. beforehand
that he proposed to take this measure, and obtain
approval. But in view of the over-estination of the
receipts from the previous lower duties, the increase
was obviously necessary, and the Gov. and his colleagues
bave done well in getting the increased duties voted.
I think therefore we need only ack. this.
