In consideration of the above and

of the fact that this Government already pays the Crown
Agents for the services named while they can at any time
obtain an expert opinion from firms well qualified to advise
in questions of traffic management, open line working, or on
matters relating to joint working agreement, I cannot see
what advantage this Government would gain by the proposed
arrangement and I am not therefore prepared to reverse the
decision arrived at by Sir F. H. May and concurred in by Lord
Crewe as stated in paragraph 2 of Mr. G. V. Fiddes' letter
you.
