I have the honour to acknowledge
receipt of your Despatch No. 42 of 10th. February last,
transmitting proposals by the Crown Agents for the reten-
-tion of the services of Messrs. Sir J. Wolfe Barry and
Partners as Consulting Engineers for the Kowloon-Canton
Railway.

I observe that in addition to a Wolfe
retaining fee of £200 per annum Messrs. Barry would under

the proposed arrangement be paid in addition to out of
pocket expenses a commission of 1 per centum on the cost of
indents submitted to them for advice, and a fee of £5 5
per man for assistance and advice in the selection of can-
-didates; while from previous correspondence I have been
given to understand that this firm is not qualified to offer
expert advice in matters relating to traffic.
