With reference to my Despatch No.

247 of 20th. August, 1909, and to Lord Crewe's reply No.226

of 1st. October, 1909, I have now the honour to address you

on the subject of the retention of Mr. R. Baker's services

on the permanent staff of the Railway.

I shall communicate to you in a

later Despatch the final arrangements that I propose to make

for open line working but I may state in anticipation that

the general conclusions at which I have arrived after con-

-sultation with the Chief Resident Engineer and Director of

Public Works are that the Railway should be placed in charge

of a Traffic Manager with experience of a Railway running to

a large maritime port, that he should be assisted by an

Engineer in charge of ways and works and that the Director

of Public Works should be constituted Government Inspector

with
