Advised that there is sufficient machinery to deal with offenders included in primary objects of resolution, but legislation will be introduced to have all doubt removed; bill will be forwarded. With regard to proposed enactment throughout Empire Colony willing to give all possible assistance workable scheme; should be glad of details.
