Concerning a corresponding position in the
Mercantile Marine I see no reason why Mr. Willoughby who is a
Master Mariner, should not have had a command in B. and S. employ
he where has a long service and left that employ to join this depart-. -ment in 1907. The pay for Master there is 230 minimum to £42.10
