I have the honour to invite your
attention to the Despatches quoted
in the margin relative to the
Chinese Telegraph Office and line in
Hongkong. Your predecessor in the
final despatch concurred in my pro-
-posal to allow the matter to lie
dormant pending the negotiation of the Working Agreement for
the Railway. These negotiations are now in progress and in
my opinion the time has arrived to bring the question of the
Telegraphs into prominence with a view to an immediate or
simultaneous arrangement: the more so because the Railway
Telegraph will now supersede the old circuitous line.
