With reference to the correspondence
endingwith Lord Kimberley's Despatch No. 32 of the 11th.
March, 1873, I have the honour to state that the Chief
Justice who is editing a revision of the laws has inquired
whether the Foreign Offenders Detention Ordinance (No. 1 of
1872) should not be repealed so far as it relates to Japen,
since the conditions contemplated when the Ordinance was
passed have ceased to exist, foreigners being now tried in
Japan by the Japanese Courts.

I shall be glad if you will be good
enough to inform me by telegram whether the reply to the
Chief Justice's question is in the affirmative, since the
