Section 3. The added section ( 4a)
appears in
hoth the Ceylon and Straits Ordinances, and I consider it
advisable to bring the Ordinance in this respect into line
with the law existing in those Colonies, although there is
a section ejusdem generis in Ordinance 3 of 1891.
The development of aviation since the Principal Ordina
was passed his rendered it necessary, in the opinion of the Governor, to introduce legislation with a view to controlling
and ascents in balloons nad aeroplanes in a fortress such as Hongkong, for without such control the purposes of the Ordi-`
-nance would be nullified. A new section o has been added fo
this purpose, requiring the permission of the Governor to be obtained before an ascent in a balloon or aeroplane is made,
and it provides a penalty for contravention of the section.
