An Ordinance to amend The
Defences (Sketching Prevention) Ordinance, 1895, and to control balloonists and others who have special opportunities for obtaining information respecting the defences of the Colony,
and I am of opinion that the Ordinance is one which is not contrary to the Governor's
instructions,
This Ordinance effects certain amendments in the Defences (Sketching Prevention) Ordinance, 1895.
That Ordinance prohibits the sketching of batteries or fortifica- -tions and provides for persons being found within the immediate vicinity
It also gives of a battery with sketching or photographic apparatus. power to search the baggage and premises of any person "found committing, any offence against the Ordinance.
That Ordinance, however, makes no provision for a person being in possession of sketches, drawings or photographs. unławiully obtained.
A confidential representation was made to the Governor by the General Officer Commanding of the possession by a civilian individual
