The crimes of Armed Robbery and Rob-
-bery with violence are exceedingly prevalent both in the
form of piracy of junks at sea, and of forcible entry of
houses and gagging and threatening with knives and revolvers
of the inhabitants. In my opinion the time has arrived for
dealing with these forms of crime in a manner which will be
much more deterrent. For such offences the Chinese Courts
