Subsequent events have revealed the fact that Mr. Chadwick was under a misapprehension, and that my expectations were in con- -sequence badly founded.

It has now been officially made clear that I can look forward to no other position in this Colony than the one I now hold, whilst repeated applications for promotion to another Colony have brought no better reply from the Secretary of State than that they had been *noted &c."

The last application I made for transfer

on promotion was in September, 1905, when the then Governor, His Excellency Sir Matthew Nathan, in forwarding my petition to the Secretary of State for favourable consideration wrote:- "He has "now been in receipt of the maximum pay of his post for five "years and nine months. This maximum pay is £600 per annum, the 'same as that of Executive Engineers, only the two Senior "Executive Engineers being in receipt of higher salaries. There "is thus no prospect of Mr. Wood, who is without engineering "training, receiving a better position in the Public Works "Department of Hongkong, nor can I in justice to the Cadet *Civil Service propose his appointment to one of the higher "non-technical administrative posts in the Colony. It is there- "fore for an appointment in some other Colony where is great "experience in, and capacity for dealing with accounts, cor- *-respondence and stores could be x utilized to full advantage "that I recommend his application to your favourable consider- "-ation". The reply from the Secretary of State was not en-

-couraging being as follows:- "His application for transfer will "continue to receive consideration when suitable opportunities "occur, but I regret that I can hold out little hope of its being

"possible to meet his wishes".

On the face of Sir Matthew Nathan's despatch,

and of the reply from the Secretary of State thereto, two things appear clear:- (a). I cannot look for promotion to a nigher post in Hongkong, and (b). I havesmall hope of getting a transfer on promotion to another Colony. Altogether the prospect is somewhat depressing. As stated,, I have been in receipt of my maximum pay
