carrying on bsuiness, constitutes an intentional breach of the rulos,
punishment should be motod out in accordance with the rules.
1. Not possessing the certificate for purchasing raw opium add
the joinod-note for proparing opium and not reporting in accordance
with the rules the quantity and weight or goods entering or loaving
the godown and also the place or consumption shall all be considered
as violation of the rules and puni srment shall be meted out. Besides
being dealt with in accordance with the rules, the license for carrying
mbusiness snall be cancelled in the case of repuated offences.

persons having no licenses for carrying on business purchase or
sell (opium) in contravention of the rules, a fine of 20 times
the proper license fee shall be imposed as soon as (the opium) is

stored or were propared opium is privately sold s all be attached as a
warning to others.
