The Attorney-General reads
stating charges, minute from Harbour Master roferred to therein.
The replies from Messrs. Fan Tsung Hing and Chan Pul San.
The Attorney-General points out that only the third
paragraph of the Treasty Circular can apply to the clerks.
Captain Basil Taylor, R.N., called:-
I am Harbour Master, I shall have been Harbour Master
4 years on March 1st. next. Pan Tsung Hing is 4th. clerk, his
duties are in the entry and clearance office, ho makes out
bills for light dues and hands them to the shroff for collect-
-ion, that is when the masters pay the light dues themselves,
if the masters initial the bills for payment by their agents
the bills are sent out and paid as a rulo by compradore orders.
Mr. Chan Pul Sam la assistant clerk in the court room where
registration, emigration work etc. is done. The principal
bills he has to make out are for emigration fees, bills for
survey of ships, engagerent and discharge of masters and
engineers of steam launches, bills under tables B. and C,of
the schedule to the Marchant Shipping Ordinance. About December
1909, in the presence of Mr. Messer, in the Marine Magistrate's
Court room, present also, Chan Pui Sam and Chan Pui, I geve
verbal orders that no further bills were to be sent out already
signed as receipts, and that the proper receipt forms were to
be ordered there and then to take the place of the bill and
receipt
