whether in my opinion Dr. Pearse fulfils the qualifications for the post of Director of the Medical and Health Department in Mauritius, I beg to report that as far as I, as a layman, can required and has ample experience Judge Dr. Pearse holds all the professional qualifications/to carry out the duties of such a post. He further possesses tact in dealing with all with whom he is brought in contact and

especially with natives. My only doubts arise as to his powers of organization and his strength of character. As regardsthe former Dr. Pearse has had but little opportunity of showing his

work in his position as Assistant Medical Officer of Health and

he possibly possesses powers which he has had no opportunity of showing. As remrds the latter I must confess I feel a difficulty in expressing an opinion. I do not condder that any man who is

reluctant to accept responsibility shows the strength of

character necessary to carry out "drastic changes" which the

Secretary of State considers will be necessary. This reluctance

to accept responsibility has been the one source of difficulty

in my intercourse with Dr. Pearse. I always found it a matter

of difficulty to obtain a direct opinion from him on which I

could act. If once I accepted the responsibility there was no

further difficulty but I have always found it hard to gain

Dr. Pearse down to an expression of his views which I could

afterwards refer to if necessary.

In conclusion I must add that Dr. Pearse

has always been most willing to assist me in the work of the Department and that my opinions expressed above are made solely with a view to assisting Your Excellency in judging whether you consider Dr. Pearse specially suitable to carry out the scheme of re-organization referred to by the Secretary of State.
