The Local Auditor has recently
drawn attention to the matter and I have come to the con-
-clusion that in future when an English Master goes on
leave, if it is essential to replace him by another
Englishman (as in the case of the Headmaster of a District
School), an English Master should be taken from another
Government School or from outside: but that, if the vacancy
can be satisfactorily filled by a Chinese Master the
Chinese Master next in rank should undertake the duty
without additional pay, a new Master being introduced et
the foot of the list to replace him and being paid out of
lapsing salaries.

As compensation to the chinese
Masters at Queen's College for loss of the acting pay
which they have enjoyed for many years I recommend the
introduction of a regrading scheme which the Director of
Education had under consideration before this question
arose. There are now the following appointments for non-
-vernacular Chinese Masters, other than pupil teachers:-
