to state that, as explained in my Confidential Despatch of
Gov. 689/1000
the 9th. ultimo, there will be no lapsing pay from which
Kr. J. H. Kemp could be paid the half-salary of Crown
Solicitor, ard to recommend that in the circumstances he
should continue to draw half-pay as Registrar of the
Supreme Court until he can arrive in Hongkong and assume
the duties of his new office.
