Mr. Chao handed us a revised draft of the
Chinese Government's proposals. We read this through and then in
connection with clause 8 commenced a discussion of through rates.
We proposed that through expresses from Kowloon and Canton should
stop only at Sher Chun and Cheklung: and that the rates should
be as follows:-

and that for intermediate stations the sum of the local rates of
each section should be charged. Those rates were proposed in order to meot water-borno competition. To also proposed that there should be no reductions on 3rd. class return tickets and
tlet for 2nd. and 1st. class return tickets a fare and a half should be charged. Fe further proposed that (a) on perishable goods carried by through express such rates should be charred as would enable the railway to meet water-borne competition: that (b) on ordinary goods, such as classes Sa, Sb, and Sc in our classification, a rate of $1 per ton should be charged as & minimum between Canton and Kowloon: and (c) that the rates for the higher classifications in the goods traffic should be fixed
pro rats on a competition basis.

We further proposed that of all the above
(a) between Kowloon and Canton the British Section should take two-fifths, the Chinese Section taking three-fifths:
and
(b) between Kowloon and Cheklung the British Section should take one-half, the Chinese Section taking the other half.
