of the Government Service, and the applications I have
received show that the presont holders are ell discontented
with their pay and prospects. It appears therefore that
some increase is needed in view of the fact that the rate
of pay in a technical department like the Public Works
Department must depend on and vary from time to time with
the market value of such professional services. The scheme
now proposed is in my opinion best calculated to achieve
the object in view without adding unduly to the pension
and leave liabilities of Government.
