grade of Senior Executive Engineer is abolished. There were
two officers holding this appointment. One - Mr. J. F.
Boulton has been absorbed by the creation of a Second
Assistant Director of Public Works, the other

Mr. H. P.
Tooker still holds this rank. In order to provide
sufficient prospects of promotion for the Engineering
Staff whose promotion is not rapid I consider it desirable
to retain the grade.

You will observe that in making
these recommendations in which I understood Mr. Stubbs
to agree I have introduced the principle of a non-pension-
-able allowance to be drawn in the Colony by Officers
actually doing the work of the post in the form of duty
pay.

The financial effect of the se
recommendations as compared with the existing sterling
schome is shown in the attached statement. There will
however be savings in the leave pay and pension.
5.
The Officers who occupy
the
posts of Executive Engineers have very responsible and
onerous work and this Government has always found it
difficult to retain their services. Very many of the local
Engineering Firms have drewn their best men from the ranks
