My Lord,
In reply to Your Lordship's letter of the
25th. of last February, which I referred for consideration to
the Committee of the Hongkong General Chamber of Commerce, I have the honour to state that it considered that this Colony's
participation in the scheme shkua would be impracticable
chiefly owing to the shortness pf the time available for making the necessary arrangements.
