system of duty pay, but to make it effective (as in West
Africa) for providing adequate remuneration to an acting
officer the amount of duty pay must increase very much
more then is at present proposed in each higher grade. It
la possible, however, that the proposal even as it stands
may be welcomed, since Officers though they will lose
acting emoluments will benefit when their turn for leave
comes. I consider that after the first term of leave of
absence, which is permitted at the end of 6 years residenti-
-al service, such leave should not be granted except for
urgent affairs or on medical grounds until the Officer has
completed 4 years' resident service.
