There is a new post to be added to
Class III, viz.:- that of Superintendent of Imports and
Exports, which I propose should be retained for the present
at any rate in this Class. In this connection I would refer
to Sir Henry May's Despatch No. 173 of 21st. May last.

Mr. Stubbs informed me that it was
proposed to make enquiry in the Straits Settlements and
Federated Malay States as to whether the Cadet Service
would accept 8 months leave on full pay after 4 years'
service instead of the present system. The object is two-
-fold. Firstly to induce Officers to take leave more fre-
-quently and secondly to prevent abnormally long absence
on leave. The system will, however, entail extra expense
on Government, as I understand it is recognised that some
extra emolumenta for Officers acting for those on leave
must be provided.
The scheme however admirably
adapted to the conditions of Malaya, does not in many
respects suit the conditions of this Colony.
