much revenue and would be a better form of taxation
than import duties. He asserted that the stamp duties
were not properly collected. Mr. Ho Kai had told him that they should get £5,000,000 out of them. If the stamp duties wore properly collected, and a system of licences imposed, Sir Francis Piggott thought that
after a year's time, when the third Judge had become
necessary, the finances would have been put right, Hong Kong would be fully able to meet the expense.

5. He complained of there being no proper Library for the use of the Judges. There were no books at all
for the use of the Judges alone. They had to use the ordinary Court Library books which anyone could use,
and frequently had to borrow from practitioners, There was only one set of Law Reports in that Library, and the Judges ought to have a complete set for themselves. He only asked for a sum of $3,000 for this purpose,
6. Lastly, he referred to the question of his not being allowed to let his house to a Chinaman, and con- tended that his construction of the Ordinance was cor-
rect and that that put forward by the Governor and
supported by the Legal Adviser to the Colonial Office
was wrong, and he wished to have the matter referred to one of the Lords Justices in England, by way of
friendly settlement.
I told him that I would take the opportunity
of discussing these matters with Sir Frederick Lugard
when he arrived in this country on leave, but made no
comment of any kind whatever.
