I HAVE much pleasure in testifying that, during the time that Mr. CARTER has held the office of Building and Drainage Inspector, viz., from 27th August,
1894, to the 30th June, 1898, he has given entire satisfaction in the excellent way in which he has carried out his duties.
These duties have included the inspection of New Buildings in course of erection in the District, both as regards structure and drainage; also the inspection of the reconstruction of the drainage of existing houses.
Mr. CARTER has throughout shewn a practical knowledge of his work
which does him great credit, and it gives me pleasure to speak to his integrity of purpose, tact, discretion, and loyal devotion to the interests of the Council.
