Mr. ALFRED CARTER informs me that he is seeking the post of Factory Inspector under the Home Office.

I have known him since he was a boy, and can testify to his high- mindedness, firmness of purpose and sterling integrity. In fact, Mr. CARTER bears the highest character amongst his friends and acquaintances.

He has for many years devoted himself with success to Sanitary Science and Sanitary Construction, and has obtained medals and awards for his proficiency from many bodies, including the Sanitary Institute, of which he is a member by virtue of examination.

In addition to his special knowledge in Sanitary matters, he possesses an excellent knowledge of Mechanical matters and Building Construction, and seems to me to possess in an unique degree the qualifications for efficiently carrying out the duties of an Inspector under the Factory Acts.

His mannor and address are both good, and he has tact to da official work without causing unnecessary friction.

For these reasons, I recommend him with confidence to the considera- tion of the Chief Inspector.
