Dear Bottomley,

You write to Marsh the other day asking whether

it would be possible to find any employment here for

Mr A. Carter, lutely a Sanitary Surveyor in Hong Kong.

The dnly appointments we have here for which persons

not in the ordinary Civil Service are available are

those under the Labour Exchanges Act, and, as you know,

the competition for these is very keen, and most of the

appointments have now been made. r Carter's chances

therefore of obtaining any employment here are small;

but, if he is in London and could call at the Labour

Exchanges Department in Caxton House, Westminster,

Capt. Long would be glad to see him with a view to

reporting on his qualifications, and inquiring as to

his s. itability for any vacancy that may occur.
