Dear Mr. Bottomley,
Mr. Waller, who has now taken up his
new appointment, has handed to me your letter of the
1st. instant in regard to the case of Mr. A. Carter,
whom Sir Francis Hopwood wished to bring to Mr. Gladstone's
notice. Unfortunately Mr. Carter is already much too
old to qualify for a Factory Inspectorship, and I regret
to say that no exception can be made in this direction.
Mr. Gladstone is afraid that there is no prospect of
being able to provide for Mr. Carter in any Department
of the Home Office.
