Your letter dated 5th October was unfortunately
addressed to Mr J. 9. Beale, and has for this reason only
come into my hands late this afternoon.
I have pleasure in enclosing, as requested, a copy
of the Report I addressed to Sir Frederick Lugard as to the
Agreement to be made with the Chinese Goverment for the
working of the two sections of the Canton Kowloon Railway.
I will give careful consideration to your enquiry
whether similar arrangements to those proposed by the
Government of Hong Kong exist in the case of railways owned
by two or more continental powers, and report further to you
within the time you mention.
