With reference to Mr. Cox's letter of the
22nd ultimo, I beg leave to acquaint you, for the
information of the Secretary of State for the Colonies, that the sum of 5/8 for Departmental Expenses included
in the account for the supply of 50 copies of the Hong Kong draft Electric Light Ordinance 1910, printed by this Department for the service of the
Colony, was made in accordance with a Treasury ruling governing supplies of Printing, Stationery, &c. to re-paying Services.
The present case is not analogous with that
which formed the subject of the correspondence referred
to in your letter under acknowledgment, inasmuch as in

that case the expenditure was incurred in connection
with the production of a Report required for presentation
to Parliament.
With this explanation it is hoped that there
will be no further difficulty in the settlement of the
present account, amounting to £5.18.5.
