What I fear is that the terms offered by the Goverment of

Hong Kong, while suitable and appropriate to a newly appointed officer who has not previously served under tropical or subtropical conditions, may not prove attractive to Mr. Wilson. If therefore the post be offered to Mr. Wilson at all I am of opinion that the least which can be done is to recommend that in consideration of the special knowledge and experience possessed by Mr. Wilson the Government of Hong Kong be authorised to allow him to enter the Department at the maximum instead of the minimum salary of the post which is offered for his acceptance.
