Memorandum.
(The Military Contribution on the gross Agency Revenue
is estimated for the current year 1910 at $24500, say £2200).

Colonial contention that
(a) the Agency "Postal Deficit" should be entirely
defrayed by the Imperial Government;
(b) that the Agencies should be exempted from Military

Contribution; and
(c) that consequently the Colony should be entirely
relieved from any part of the expense of maintaining
services from which it indisputably derives some
benefit e-learly
is difficult to support in its entirety
If as a consequence of the rejection of such a contentior
the Agencies were closed or removed from the control of
Hong Kong the Colony would benefit immediately by an
increase in net revenue of £2200, the amount of the Military
