The British commmitica at Shanghai, Tientsin, and Chefoo, the Agencies at which places account for upwards of 90% of the gross deficit, have refused to make any contribution, while the commmities at four minor unrommorative agencies have offered a contribution of only 1125 or a little over

$10.

3. On the situation thus arising, the Postmaster General has firat addressed himself to the question whether it is

practicable to place further pressure on the commumitins; and in this connexion, through the courtesy of the Foreign office, he has had the opportunity of obtaining the views of Mr. L. C. Hopkins, who was lately is Majesty's Consul General at fichtsin and is thoroughly comisant of the logal conditions. With regard to Shanghai it appears, in view of the fact that the Municipal founcil is an international body, that it is out of the question to emoot that it should lovy a rate on merchants of various nationalities for the purpose of subsidising the British Post Office; and there is, so far as om be ascertained, no probability whatever that the British marohata or some of them will assens them

selves voluntarily.
