With reference to Mr:Just's letter No:23704/1909

of the 22nd September last, and the reply from this Depart- ment No:1265 of the 15th October, I am directed by the Comptroller and Auditor General to state that he has now had the opportunity of personally consulting the Local Auditor of Hong Kong on the changes proposed by the Governor of that Colony in connection with the inspection of the Accounts of certain Postal Agencies in China. The Agencies in question. are ten in number, five of which have been examined hither- to in conjunction with the Auditor's annual visit to Wei Hai Wei, the extra work involved occupying about 14 days, without any material expenditure on travelling, while the inspection of the remaining five which is carried out direct

from Hong Kong occupies about 14 days more, the cost of the whole work amounting, approximately, to $500.

2. The Local Auditor reports that no examination of

the accounts of these Agencies is undertaken by the Post-

master General of Hong Kong or his representatives and that

on the occasion of his own visits he has had occasion to

call attention to various irregularities, such as the tempo- rary appropriation of postal monies for private purposes.

In these circumstances the Comptroller and Auditor General

desires me to state, for the information of the Secretary

of State, that it would, in his opinion, be undesirable, at any rate for the present, to reduce the work carried out by the Audit Staff in connection with these Agencies.
