I am
therefore, to suggest, for the favourable con- sideration of the Secretary of State, that, following the precedents of the personal allowances granted to the Local Auditors of Cyprus and Uganda for the extra responsibility imposed upon them by the adoption of the system of local audit of Expenditure, the question may be reconsidered with a view to granting Mr:Phelips, so long as he continues to hold the post of Local Auditor at Hong Kong, a per- sonal non-pensionable allowance of £100 per annum, with the pro-
viso that his total emoluments from all sources will not exceed
the present maximum of £950 per annum.
