Sir Edward Grey to M. Cambon.
Your Excellency,
Foreign Office, December 12, 1910. IN the memorandum communicated to this department by your Excellency on the 24th ultimo you enquired whether His Majesty's Government had received the assurances for which they had asked in the note addressed to the United States Ambassador on the 17th September, the receipt of which were in their opinion a necessary condition of their participation in the Opium Conference, and whether they had agreed to the date proposed by the Netherlands Government for the opening.
I have the honour to inform your Excellency that a reply has now been received from Mr. Whitelaw Reid, to the effect that the Netherlands Government have notified the United States Government that they will issue a supplementary note to the interested Powers embodying the British proposals respecting the question of restricting the manufacture, sale, and distribution of morphia and the allied question of cocaine.
Until the replies to this communication have been received from the Powers, it would appear to His Majesty's Government to be premature to agree to any fixed date for the opening of the conference.
