Secretary of State apprehends much difficulty in negotiation of loan, and would prefer that no representations should be made to China as to the joint signature, at any rate until the negotiations are completed and contract ready for signature.
Ambiguous wording of United States Government's note forwarded to you by last mail gave impression that joint signature could not be secured. This is not the case. United States Government will use their best endeavour without compromising the success of negotiations to secure this privilege with all others for combined groups,
French and German Ambassadors have been instructed to follow action of this embassy.
