CHINESE loan. Your telegram No. 396 of the 12th November.
1. French Ambassador at Washington instructed to make similar communication to United States Government.
2. Minister for Foreign Affairs considers that four legations which are concerned should be instructed to act together at Peking with a view to obtain the consent of the Chinese Government, not only to joint signature, but also to insertion in loan contract of guarantees, charges, and other legitimate clauses suitable to Chinese credit and maintenance of principle of equality amongst participators in loan. Minister for Foreign Affairs hopes that His Majesty's representative at Washington will be instructed to supplement his communication to United States Government in sense of above.
3. French Ambassador at Berlin has been instructed to make a similar communica- tion to German Government.
