Tokyo, October 21, 1910. WITH reference to my despatch No. 137 of the 9th June last, I have the honour to enclose a copy of a despatch from the acting British consul at Dairen, in which it is reported that the "through traffic agreement" between the South Manchuria and the Chinese Eastern Railways was signed at St. Petersburgh on the 10th instant.
Mr. Horne has not as yet been able to obtain the particulars of the agreement, but as soon as I am in receipt of these I shall have the honour of addressing a further despatch to you on the subject.
Mr. Horne is being instructed to forward copies of his despatch to Peking and Mukden.

Dairen, October 13, 1910. WITH reference to Mr. Parlett's despatch No. 44 of the 5th July last, I have the honour to report that the "through traffic agreement" between the South Manchuria and Chinese Eastern Railways was signed at St. Petersburgh on the 10th instant.. No particulars of the agreement are obtainable at the present moment, but I learn from the railway authorities here that (1) it contains a through freight tariff applicable to the two railways, and independent of existent tariffs-in cases where local are cheaper than through rates, the cheaper tariff will apply; and that (2) by a subsequent agreement those arrangements for the transportation of through goods are to be made applicable to the steam-ship services of the Osaka Shosen Kaisha and to the Imperial Government Railways of Japan.
Particulars of the above agreement will be forwarded to your Excellency directly the railway authorities here have them at their disposition.
