"5. With regard to the action taken by me during the last two years towards the suppression of poppy cultivation in my province, I first received suggestions from officials and gentry in consultation as to methods advisable to be adopted. Most of these suggestions advocated the prohibition of planting and further advocated the limitation of import. Regulations as to these matters were made, and a memorial sent up to the Throne, which received the Imperial sanction. I sent out commissioners from T'ai-yüan Fu to the various districts, and ordered them with the district officials personally to visit all villages and strongly exhort and persuade the villagers. The provincial council also deputed members of the gentry with members of the local gentry, members of local educational bodies, schools, and bureaux for the establishment of local government, to go to different districts and assist in exhorting and guiding the people to accept quietly the new order. In this way my ideas were easily brought before the people, with the result that there was obedience and no resistance,
"In conclusion, I beg to state that in order to further answer your enquiries, I have prepared a copy of my original memorial with regard to the results of the prohibition of opium, and compiled a table as to the amount of laud that was under opium culture, with a return of the opium actually produced.
"I have the honour to submit this reply to your communication."

"I found that the number of acres reported to be under opium in the 30th year of Kuang Hsu was given as 700,000 mou, but in reality it was more than this, so in the table of statistics I have added 40 per cent. to each number.
The number of acres for the 34th year was reported direct to myself. The amount of opium produced is estimated at 40 ounces per mou. amount appearing in the table is slightly incorrect, please take note.'
