India Office, October 29, 1910. I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter, dated the 14th October, 1910, with enclosures, on the subject of a minute by the representative board of the anti-opium societies on the Indian opium
trade.
In reply, I am to refer to the correspondence ending with my letter dated the 21st October, 1910, with regard to the Chinese Government's proposal that a revised arrangement for a term of seven years should be concluded, and to suggest that Dr. Maxwell might be informed that His Majesty's Government are at present carefully considering, in friendly communication with the Chinese Government, the course of action to be pursued with a view to co-operating with that Government in measures for the restriction and ultimate extinction of opium traffic and the opium habit in China, and that they anticipate that the settlement which they hope shortly to complete will be found not to be wanting in generosity in China, or at variance with the policy of the Chinese Government itself.
